A view from Hiyoriyama-Fuji in Yuriage, Natori on December 13. Nine months have passed since the earthquake and tsunami; the rubble has been cleared and many of the houses have been demolished. Where houses once stood, weeds are withering as winter sets in.

Since almost all areas here are still subject to building restrictions in the affected downtowns, construction of new houses is also being restricted. I hear that there is a difference of opinion between the government and citizens, and even among citizens regarding the reconstruction plans. Opinion is divided over whether to avoid the area flooded by the tsunami or to reconstruct the town in the same place after restoring the flooded area.
